GARRETT, Cecil Cecil was born Sept 4, 1946, to Addie and George Garrett in Texarkana, AR and passed at home Jan 19, 2020. Left to cherish his memory are his wife Glenys; brother Charles; son Conley; daughter-in-law Lori; granddaughter Karli; nephew Dillon; and many loving cousins in Oklahoma and Oregon, as well as friends everywhere. Cecil was a wise and gentle man, full of love, laughter, and wonderful stories with a great sense of adventure and curiosity.
