She attended Nederland High School and later Southwest Texas State University. She was married to Arlan Brent Coon who passed away in March 2005 and remained a widow until her passing.
Billie is survived by her daughter: Billie Sue Curtice-Pelzel (Zane). Granddaughters: Kloe Lopez, Ava Pelzel, Sisters: Carolyn Anne Martin (Charles), Laura Randall, Diane Hoersting (Steve), Belinda James and Lela Lee, Nieces: Melissa Lamb, Amberlie Hoersting, Brittany Hoersting. Nephews: Charles Martin Jr. and Brett Hoersting
